The context menu of the repositories view should have entries for

* Add a Repository...
* Clone a Repository...
* Create a Repository...

in the context menu on repo groups, when nothing is selected, and in the empty area. When the current selection is a single repo group, the new repository should be added automatically to that group.

"Create a Repository Group" should also be in the context menu (on top level) when there is no selection (including the empty area).

The empty area should be shown only if there are neither repositories nor repo groups.
